Analytical finding

Size is not impact.

The military-industrial announcement is dominated slightly by companies: 826 of 1,569 listings, or 52.6%, calculated from the Council's counts.

A listing count gives every target equal weight. It cannot establish how much trade, financing or production a decision will affect.

Scope and limits

A small, explicit sample.

These three releases were selected to compare new listings with a renewal. They are not a complete sanctions database or all EU decisions that week.

No total of unique targets across regimes is calculated. The page does not assess overlap, enforcement, exemptions or real-world effectiveness.
