$3.08 billion tracked.
The Palestinian appeal is still only 41% funded.
Different scope.
Both numbers can be true. OCHA tracks funding inside and outside its 2026 flash appeal. Only the part assigned to that appeal counts towards its $4.06 billion request.
$1.67 billion is assigned to the appeal. That leaves a $2.39 billion appeal funding gap, even though another $1.41 billion is recorded outside it.
Why this matters now: in its 23 October briefing, OCHA said insufficient funding and restricted access were both constraining aid operations in Gaza.
Funding here means paid contributions plus commitments, excluding pledges. It is not a count of cash received, supplies delivered or people reached. Outside-appeal funding can support humanitarian work; it is not unused money.

The UAE government entity accounts for 54.7% of all tracked funding, but 28.8% of appeal funding. Explore the allocation behind every donor label.
Names are OCHA donor entities, not a merged ranking of countries. The two US labels are separate in the source. Private, pooled and unnamed categories remain under their original labels. Select a record to see the exact US dollar amounts.
One request. Two funding scopes.
What is being compared?
The single Escalation of Hostilities in the OPT Flash Appeal 2026, plan 1510, has $4,064,305,808 in requirements. Its assigned funding is $1,669,983,708. Subtracting gives the $2,394,322,100 appeal gap.
All tracked incoming funding for the territory is $3,081,798,607. The $1,411,814,899 difference sits outside the appeal. Dividing all funding by the appeal request produces 75.8%, but mixes the broader funding scope with the narrower requirements.
What the record can tell us
The complete dataset contains 139 donor entities and 1,159 funding records. Of these, 138 entities and 1,085 records contribute to the appeal. The explorer retains every entity, including small allocations.
Amounts are assigned to the 2026 funding year, not necessarily paid during calendar 2026. This is a reporting snapshot, not a forecast or a judgment of aid effectiveness. Sector totals are not added because multi-sector records can overlap.
